TERMS & CONDITIONS

Interested parties should submit their closed cover bids marked on envelope “For Purchase of above mentioned Item” in Pak Rupees inclusive of all taxes (i.e., GST, I.TAX / WH. Tax, Customs Duty etc). With-holding tax will be deducted as per Government Rules from the bill/invoice at source, C&F/F.O.R. Karachi. 2.5% earnest money in the shape of Draft/Pay order in favour of the Deputy Director General, Geological Survey of Pakistan, Karachi should accompany the bid. In accordance with the PPRA rules, the bids should comprise a single package containing two separate envelopes. Each envelope shall contain separately the Financial Proposal and the Technical Proposal. The envelopes shall be marked a “FINANCIAL PROPOSAL” and “TECHNICAL PROPOSAL” in bold and legible letters to avoid confusion. In accordance with the PPRA rules, initially, only the envelope marked “TEHCNICAL PROPOSAL” shall be opened and the envelope marked as “FINANCIAL PROPOSAL” shall be retained in the custody of the Project Director without being opened (as per PPRA rules). The bids should be unconditionally valid for 120 days and also accompany with copies of Income Tax, GST Registration Certificates, valid up to SIX MONTHS TIME and should have the certified authority for supply of instruments from manufacturers or Sole Distribution / Dealership / Authorization certificates etc. Conditional payment terms/mode or payment by the bidders for Advance or partial payments will not be entertained. Full payment would be released after successful Installation/ Commissioning/Testing/Operator training by the Principal System Engineer has been conducted for GSP in Karachi Pakistan and the equipment performance found satisfactory by the Technical Evaluation Committee. The selection would be based on the technical evaluation/assessment of the best package / configuration and therefore would not be constrained for acceptance of necessarily the lowest offer after technical scrutiny by the Competent Authority.


The bids must be received upto 1st June 2015 until 11:30 in the Committee Room, GSP, St-17, Block-2, Gulistan-e-Jouhar, Karachi and only Technical bids will be opened on the same day at 11.30 am in the presence of bidding parties or their representatives. The Deputy Director General, GSP reserves the right to fully or partially accept or reject any/all bids, partly or totally reduce or increase the quantity of items or annul the entire bidding process at any time without assigning any reason thereof.
